I don't understand this discrepancy:
Is the count of unemployed people limited to just those receiving unemployment insurance benefits?
No. The estimate of unemployment is based on a monthly sample survey of households. All peoplewho are without jobs and are actively seeking and available to work are included among the unemployed. (People on temporary layoff are included even if they do not actively seek work.) There is no requirement or question relating to unemployment insurance benefits in the monthly survey.
You familiar with the classic unemployment figure. Right now that figure is 3.9% for February. But the Labor Force Participation rate is 62.5%, which matches the Federal Reserves figure of how many people cannot afford $400: 39%.
The unemployment rate represents the number of unemployed people as a percentage of the labor force (the labor force is the sum of the employed and unemployed). The unemployment rate is calculated as: (Unemployed ÷ Labor Force) x 100. [source]
