I can find counter studies that find no increase in cancer, but I don't believe this is the correct answer. Wikipedia: while the spent fuel decreases in radioactivity exponentially, it must be isolated from the biosphere for hundred of thousands of years.
Imagine this nuclear material as cancer causing at origin. YES, the global average cancer risk is the same as you move this cancer causing radioactive material around, but why transport that risk to your town? We don't want that risk.
