Housing and Urban Development needs to be CLEAR this grant money can't pay the director of a city's homeless program in ADDITION to being a fund for homeless in the city.
Ideally this program goes away, but the city should have paid her salary and the other members of her family who coordinated this. Perhaps these members of this person's family were HOMELESS. Perhaps this person was homeless before the grant.
